Abstract
MARCONNECT (Securing Europe’s Maritime Domain Against Threats Through Vessel-Connected Services) is a Horizon Europe Research and Innovation Action that addresses critical gaps in maritime situational awareness and border security across EU waters. The project introduces the Vessel-Connected Services (VCS) concept, transforming civilian vessels into active contributors to maritime surveillance by securely and voluntarily sharing outward-looking sensor data, such as radar and sonar, with Coast Guard Authorities and Law Enforcement Agencies.
Through a decentralised, privacy-preserving data-sharing architecture, MARCONNECT significantly expands surveillance coverage, improves early detection of illicit activities, and strengthens interoperability between national and cross-border maritime security systems. In parallel, vessel owners benefit from tailored third-party services and real-time connectivity, creating a sustainable ecosystem that aligns security objectives with economic incentives. By leveraging decreasing maritime communication costs and integrating with existing command-and-control infrastructures, MARCONNECT enhances Europe’s ability to protect its maritime borders while respecting ethical, legal, and environmental principles.
